  Hartford City   RUTH D. CLAMME WILLMAN, 89, of Grand Rapids, Mich., formerly of Hartford City, died Monday at St. Mary's Hospital, Grand Rapids. Born in Hartford City, she was a typist and a homemaker. Her husband, James F., died in 1989. Surviving are a son, James F. Willman of Ada, Mich.; a sister, Elsie Love of Hartford City; and two grandchildren.   Services at 11 a.m. Friday at Waters Funeral Home, Hartford City, with calling two hours before services. Graveside services at 3:30 p.m. Friday at Concordia Lutheran Cemetery. Calling also from 4 to 7 p.m. Thursday. Memorials to Zion Lutheran Church, 308 S.
